"Cambridgeshire County Council manage around 220 vulnerable clients monies under either an Appointeeship or Court of Protection Deputyship Order. Over the last few years with banks not really catering for clients who lack capacity, getting weekly funds out to clients and their carers was becoming extremely difficult. These monies are essential for our clients and cover household/food shopping, activities and for the clients to buy things they both need and enjoy.
The rising amount of cash deliveries we were needing to make across Cambridgeshire was increasing, taking up valuable resources and was unsustainable for our Service. When the pandemic hit and cash was “persona non grata” in many establishments, we needed to find a solution and after researching the market, this was Mi-Spend.
Mi-Spend provides a specialist and accessible Service – we have some clients who with support can use their prepaid cards to access their funds. However, we also have many clients who rely on their Care Providers to access funds on their behalf, enabling them to live as independently as possible.
After a pilot scheme and finding it to be the much needed solution, we are rolling it out across our client base. The Mi-Spend card has proved to be “fit for purpose” and Mi-Spend have a “can do” attitude and work with us – this enables our clients and enables us to safeguard their finances"
"Many of Dorset Council’s Specialist Team’s clients have traditionally used only cash in their day-to-day lives. They have accessed their funds by withdrawing cash from the bank. However, this became problematical during the pandemic when the use of cash dwindled, many services moved online and banks were closed. The situation has not reverted to pre-pandemic times and has been compounded by general bank closures. One client found it particularly difficult as his bank often closed for days without notice leaving him with no access to funds, the only solution was for a council colleague to make a fifty-mile round trip to deliver his weekly cash allowance.
The Service Users’ Financial Affairs Team researched alternative pre-loaded payment cards and applied for a Mi-Spend card for him. The application process was efficient and easy. Our client is very pleased with the card. He knows he can draw his weekly allowance regardless of whether the bank is open or not and he is able to use the card in instances when cash is not accepted. As a corporate deputy, we are still able to control his finances because he cannot go overdrawn and we determine the level of funds loaded onto the card.
Because this trial was so successful, we have applied for more cards for the clients where we have a financial responsibility. We now use the cards for a number of our clients and have found them equally successful for our clients to maintain as independent a life as possible while assisting with their finances.
